When a search has no results in the selected topic, the atlas now detects matching labs elsewhere and offers an All 13 switch that preserves the visitor's local query. Truly unmatched terms get keyboard-accessible starter suggestions. Search text is not placed in the shared topic URL. Adds focused tests for cross-topic recovery and suggestions; keeps root and Pages HTML mirrored.
