Changesets writes the changelogs, and its output does not match oxfmt's markdown style. Every version PR failed the format check as a result, blocking the release. The files are generated, so exclude them.

Every changesets version PR fails the format check: changesets writes the package changelogs, and its markdown does not match oxfmt's style. That blocked the release on PR #10.
The changelogs are generated files, so they are excluded from formatting rather than reformatted into something changesets will rewrite next release.
