refactor(vibenet): use shared race agent

Summary

• remove the browser-owned Race the Agent subaccount and scheduling loop
• discover and observe the shared conditional withdrawal singleton
• retain manual and validity withdrawal attempts with automatic infra discovery retries

• npm run llms -- --check
• npm run agents -- --check

Screenshots

• Not included; this primarily removes browser-side agent behavior and updates the existing status copy.
