Route eagle-admin on eagle-test.apps.silver.devops.gov.bc.ca targeted rproxy:8080. rproxy is scaled to 0 on test since 2026-09-16, so the /admin/ console link and Keycloak redirect on that host 503. Target the app Service instead.

Route eagle-admin (host eagle-test.apps.silver.devops.gov.bc.ca, path /admin/) targets the eagle-admin Service instead of rproxy. Test rproxy is at 0 replicas since 2026-09-16; this keeps the OpenShift console link and the Keycloak redirect_uri on that host working without it. Merge after the rproxy hold ends 2026-09-23. Dev untouched.
