ci: update GitHub Actions pins and urllib3 security floor

Additional fixes in this PR:

• Align the immutable Action SHA/version policy with the four dependency updates.
• Require urllib3 2.8.0 or newer and regenerate the hash-locked runtime and test requirements. This addresses CVE-2026-97687 and CVE-2026-97689 reported by both image scans.
• Add a regression check for the urllib3 security floor.
