Add unit tests

Noticed that thee are no unit tests.
The code should be covered with unit tests where reasonable.

I guess that means at least the following should be covered:

https://github.com/ceeram/clear_cache/blob/master/Lib/Panel/ClearCachePanel.php

Feel free to add them, this plugin will be discontinued for cake 3 though,
as debugkit now has this built in.
