Summary

Refreshes @rmiao-cf's customer-ASN onboarding documentation from #32144 against the current production branch.

• Documents ASN selection, supported ASN registries, the shared ownership token, and reuse of ASN verification within an account.
• Explains optional ASPA publication, authorization of AS13335, conditional response fields, and why an omitted ASPA state is not proof of successful validation or absence of an ASPA.
• Adds validation troubleshooting and distinguishes prefix approval from advertisement and traffic activation.
• Preserves the current onboarding structure, prefix-size requirements, and reverse-DNS ownership alternative.
• Adds a customer-facing changelog announcement for customer-ASN onboarding and ASPA validation.

Validation: pnpm run check, pnpm run build, pnpm run lint:nimbus (9,758 files lint clean), pnpm run format, and git diff --check passed using Node.js 24 and the pinned pnpm version.
