chore: graduate to 1.0.0 on the next Changesets release

Schedule stable 1.0.0 graduation in the next Changesets Version Packages PR.

• Set .changeset/pre.json to "mode": "exit".
• Include @cloudflare/workers-response-store in the existing major-release changeset so its 0.1.0-beta.2 version graduates to 1.0.0.

The existing release workflow will generate the version bumps and changelogs in its next Version Packages PR. This PR preserves all current beta package versions, changelogs, and pending changesets.

Validated with vp check and vp exec changeset status. The release plan produces exactly 1.0.0 for vinext, @vinext/cloudflare, create-vinext-app, @vinext/types, and @cloudflare/workers-response-store.
