About the pull request
Adds a Last Man Standing victory theme for the Three World Empire, in the same way that the UPP, CLF, and W-Y currently have their own.

Also fixes the CLF incorrectly using the UPP victory card.
The CLF may be terrorists, insurgents, revolutionaries, criminals, and generally rather unpleasant fellows, but they are not communists.
Finally, this adds a proper TWE victory card so that loyal subjects of the Empire may receive the suitably dignified ending screen they deserve.
