fix(app): a box with no browsers says so outside the list - #72

Settings › Boxes put "No browsers running on <box>" as a <p> inside the Browsers <ul>, which axe flags as a serious list violation (a11y settings-boxes in berth-dark, whenever the box's processes load before the scan).
