fix(explorer): remove parquet download links, ensure SQL link on all pages - #265

…pages Removed hardcoded 'Scarica il parquet pulito' download links from all45 dataset pages. These linked to GCS paths that were often stale (root-level vs repo-prefixed) and directed users away from the SQL query dashboard. Added 'Esplora i dati con Query SQL' link to 3 pages that were missing it (anac-bandi-gara, fts-eu-grants, pensioni-pa-dag). Updated template and checklist to reflect the new Risorse section.

Riepilogo
Rimuove i link "Scarica il parquet pulito" hardcoded da tutte le pagine dataset e garantisce che ogni pagina abbia il link alla Query SQL.
Motivazione
I link di download puntavano a path GCS spesso stale (root-level vs repo-prefixed) e dirottavano gli utenti dalla dashboard SQL. La query SQL è il modo consigliato per esplorare i dati.
