setup-android@v3 installs 'tools platform-tools' by default; current runner cmdline-tools no longer provide 'tools', failing the v0.7.11 publish run. Also keep the next dev agent-rules block in AGENTS.md.

Merges the 0.7.9–0.7.11 release line back into
main(main had diverged at 0.7.8 with one README-only commit, now merged in).memoryadded,designerremoved, image/web/speech/dictation/judge kind roles withacceptsfiltering and display names (web + APK).
