WebRTC's injector passes injected frames on without codec-specific info, so VP9 key frames go out without the scalability structure the receiver needs, and it drops them.

WebRTC's injector hands injected frames on with a CodecSpecificInfo that has only the codec type set, so VP9 key frames go out without the scalability structure the receiver needs, and it drops them. H.264, H.265 and AV1 arrive. This notes the limit in the Javadoc of RTCEncodedVideoFrameInjector and in the encoded transforms guide.
