docs: group the README features and ship LICENSE and NOTICE in every jar - #419

- Groups the README features by topic, links each to its guide, adds a platform table and trims Getting Started to the main links.
- Puts LICENSE and NOTICE into META-INF of every jar: main, sources and javadoc jars through the pom, platform jars through CMake.
- Extends the copyright to 2019-2026.
