Split out of #5.

The selected pane was stored only in localStorage, which every window of the app shares. Reloading any window therefore opened whichever pane another window had picked last. Each window now also keeps its selection in sessionStorage, which belongs to that window and survives its reloads. A newly opened window still starts on the last pane any window used.

Headless Chrome check: two windows, each picking a different pane, both reload to their own pane, and a third window opens on the last pane used. bun test passes 257/257.

The selection lived only in localStorage, which every window of the app
shares, so reloading any window opened the pane some other window picked
last. Each window now also keeps its selection in sessionStorage, which
survives its reloads; a newly opened window still starts on the last pane
any window used.
