Moves the eight epistemic packages from 0.2.0 to 0.3.0, writes their changelogs, and sets the docs version.

What 0.3.0 adds since v0.2.0:

• del-planner is pinned at 314bc29, and both solvers refuse plans that rest on a belief in a contradiction (consistent_beliefs, on by default).
• The tracked model is repaired only when the planner's is.
• Parallel dispatch, and actions move above a branch point (the two-site survey drops from 22.5 s to 15.3 s).
• Replanning after a failed action.
• A Docker image that runs the two-site survey.

Once this merges, v0.3.0 gets tagged on the merge commit.
