The eight epistemic packages named a placeholder maintainer,
Thesis Dev <thesis@eplansys.dev>. Packaging requires a real one, so they now name Haniel Ulises Vasquez Morales hanielulises2003@gmail.com.This also removes
eplansys_docs/reports/epistemic_end_to_end_test.tex. The docs publish the same report asepistemic_end_to_end.rst, and nothing builds the LaTeX version.
