Adds an operator-selectable but strictly bounded 128 MiB to 4 GiB sandbox memory profile. Memory and memory-swap remain equal, network/root/capability containment is unchanged, invalid or unlimited values fail closed, and the effective resource profile is included in journey evidence.
Local evidence: focused sandbox suite 18 passed / 1 Docker-only skip; full suite 638 passed / 2 skipped with one Windows symlink-privilege infrastructure failure; P1 acceptance passed. Hosted Linux CI remains required.
