Introduces overridable get_suggested_course_url() to return the marketing URL for the given course. This also removes the enterprise imports & logic from the send_program_course_nudge_email management command. Now, the enterprise plugin is responsible for overriding get_suggested_course_url() to point B2B learners at their enterprise landing page for the course. ENT-12352
