Summary

  • add a read-only reusable review workflow for complete caller-built publication sites
  • add a separate deployment-only Pages workflow with Pages/OIDC writes isolated to one job
  • validate the exact Beacon beacon.publication-hub/v1 schema, routes, lifecycle, files, and checksums at the untrusted artifact boundary
  • preserve exact reviewed bytes from ordinary artifact through authorized Pages deployment
  • verify deployed routes and bytes over bounded HTTPS and emit deterministic evidence
  • add a real read-only Actions canary plus Antidote and Reflector caller guidance
  • prepare the Relay v1.3.0 release manifest

Authority and artifact boundary

PRs call publication-review.yml with only actions: read and contents: read. Default-branch deployment calls publication-pages.yml; its authorization and nested review remain read-only, while only the deploy job receives pages: write and id-token: write.

Relay never checks out or builds the product. Deployment downloads only the exact artifact emitted by the nested review, revalidates it, and compares its propagated tree digest before mutation.

Verification

  • 142 Relay tests
  • 20 focused workflow/catalog tests
  • catalog validation: 5 actions, 5 workflows, 3 reusable workflows
  • all JSON, YAML, Python, and embedded Bash syntax checks
  • fresh six-site Beacon matrix, including Antidote draft/planned slots and Reflector root aliases
  • vendored Beacon schema is byte-identical at SHA-256 458cfcdf8f24ef2c702ce592ad329cdb1a7c88954df6c7fcfe2f143d01b9c112
  • independent security review found no High or Medium issues

Merge order and issue state

Merge Beacon #20 first so the versioned source contract is canonical. This PR implements Relay's reusable surface but intentionally does not close #38. Keep #38 open until v1.3.0 is released and the live Reflector and Antidote migrations prove deployment, verification, and rollback behavior.

Refs #38

Validate caller-built publication sites, preserve exact reviewed bytes, and
conditionally deploy them through a least-privilege reusable workflow.

Add bounded remote verification, deterministic evidence, immutable action pins,
an Actions canary, and Antidote and Reflector adoption guides.
Keep pull-request review under read-only permissions and reserve Pages and OIDC writes for the deployment-only reusable workflow.
