auditCI job now fails on every PR because of RUSTSEC-2026-0382, published 2026-10-20:rustls-webpki0.103.15 may accept certificate chains that go through intermediates that are no longer trusted. This bumps the crate to the patched 0.103.16 inCargo.lock. Nothing else changes.Testing
