Modernize test_pip_install.py and include in autofmt workflow.

This PR modernizes test_pip_install.py with updated Python coding standards and integrates the script into the CI autofmt workflow (.github/workflows/autofmt.yml).

Key improvements include caching the package version in TestPipInstall.setUpClass to prevent redundant file I/O, updating string formatting to f-strings, standardizing code styling with Ruff, and adding test_pip_install.py to CI formatting and linting checks.
