Publish Docker fails on main since #223 bumped the images to python 3.14 (run 39033004112): uv honours requires-python ~=3.13.0, downloads a managed 3.13 into the builder, the runtime stage copies only /app/.venv and the cbc check dies with /app/.venv/bin/python: not found.

Instead of pinning the image back, the project accepts the python the image ships: requires-python >=3.13, .python-version 3.14, lock refreshed. UV_PYTHON_DOWNLOADS=never in the builder turns the next mismatch into a build error instead of a broken image. Dependabot keeps bumping the image.

Tests on 3.14: 281 of 282 pass, test_optimizer[test_case0] fails locally on main with 3.13 as well.

Replaces #248.

#223 bumped the images to python 3.14 while requires-python pinned 3.13: uv downloaded a
managed 3.13 into the builder, the runtime stage copies only /app/.venv and its python
symlink dangled, Publish Docker failed with "/app/.venv/bin/python: not found". The project
now accepts the python the image ships, UV_PYTHON_DOWNLOADS=never makes the next mismatch
fail in the builder instead.
