Updates the build template's serious_python pin from
6.1.0to6.1.1.serious_python 6.1.1 stops release Windows apps from shipping Python's debug modules (
*_d.pyd), which are about 10 MB each (serious-python#260). python-build, CPython, Pyodide and dart_bridge versions are unchanged.The python-build / serious_python changelog entry for 1.1.0 is updated to match.
