build: bump Go toolchain 1.27.2 to 1.27.3 - #395

go1.27.2 stdlib carries GO-2026-6809 (crypto/x509 distrust of compromised intermediate certificates), reachable through x509.Certificate.Verify and fixed in go1.27.3. The scheduled govulncheck job fails on main. - go.mod: raise go directive to 1.27.3 - .github/workflows/ci.yml: bump go-version pins in all 3 jobs - .github/workflows/scheduled.yml: bump go-version pins in both jobs - .github/workflows/release.yml: bump go-version pin - Dockerfile: bump ARG GO_VERSION to 1.27.3 Fixes #394

Bumps the Go toolchain from 1.27.2 to 1.27.3 to fix GO-2026-6809 in
crypto/x509, which made the scheduledgovulncheckjob fail onmain(run).All eight pins move together:
go.mod,Dockerfile, and thesetup-gosteps inci.yml(3),scheduled.yml(2) andrelease.yml(1). golangci-lint v2.14.0 needs no change.Checked locally on go1.27.3:
go test ./...,govulncheck ./...(no reachable vulnerabilities) andmake lint(0 issues) pass.Closes #394
