Version bump and changelog for 0.5.32: PRs 272 281 282, all merged behind green gates.

• Score decisions on the public Jevals sets, with the boards' own formulas #272 decision bench on the public Jevals sets
• Apply decision adapters' temperatures and warm their grammar on bind #281 temperatures applied on /v1/decide and /v1/systemone, grammar warmed on bind
