One language menu, in the navbar, like the theme toggle (hextra v0.20.0) - #52

The theme is bumped from v0.16.0 to tannevaled/hextra v0.20.0. The language switch is a navbar combo (params.combo), drawn in the same box as the theme toggle, and params.languageSwitch.location is navbar: no second menu at the foot of the sidebar. On a phone the navbar's combo keeps its icon and chevron. The built site's 192 translated pages still match the English heading ids. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>
