When an allocation request exceeds the remaining capacity of the current Arena block, put the remainder on a freelist (if >= sizeof(Block) after alignment) instead of discarding it. Before allocating fresh memory from system_allocator, search the freelist for a block capable of satisfying the allocation. PiperOrigin-RevId: 956699564
