Adds a benchmarking binary to measure and compare translation and solve times across XLS SMT solver backends (Z3 and Bitwuzla) on standard XLS benchmark designs (fp32_fmac, bitonic_sort, riscv_simple, sha256). Also introduces scaled/weakened example benchmarks suitable for solver analysis. PiperOrigin-RevId: 933361496
