Part of hackforla/devops#193.
The pre-work template stated the meeting schedule inline ("Wednesdays 6-8pm PST", "no meetings on the 1st Wednesday of every month"), and disagreed with the two wiki copies on the time. The CoP Meetings wiki page is now the single source of truth.
Replaced the inline copy with a link rather than correcting it in place, so this template cannot drift out of sync again. The wiki edits are already pushed; hackforla/devops#215 covers the README copies.
