Deletes
.github/ISSUE_TEMPLATE/blank-issue.md. It duplicated "Blank Issue Form (w/o Dependency)" while applying no labels and no project board, so issues opened from it started unlabelled and never reachedCoP: DevOps: Project Board.grep -ri "blank-issue" .over the repo returns no matches, so nothing pointed at it and no other file needed editing. Same change as hackforla/devops-security#162.The remaining action item on #172 is post-merge: GitHub builds
/issues/new/choosefrom the default branch only, so "Blank Issue" disappearing can't be confirmed until this lands onmaster.
