✨ feat(install): add install.ps1 for Windows - #2712

Support `powershell -c "irm https://mqlang.org/install.ps1 | iex"`. Downloads the release binary for x86_64 or arm64, verifies its SHA256 against checksums.txt, installs to ~/.local/bin and adds it to the user PATH. Options are passed via MQ_VERSION, MQ_HOME, MQ_WITH_DEBUG and MQ_NO_MODIFY_PATH. Adds a workflow_dispatch workflow that runs the script on Windows x64/arm64 with Windows PowerShell 5.1 and PowerShell 7, and serves install.ps1 as text/plain from the docs site.
