Large policies made the import preview a long single-column scroll. Show a compact summary, an inline import mode bar and collapsible sections with counts, and keep a single scroll area in the dialog. Signed-off-by: Alex Piatakov <alex.piatakov@hashgraph.com>

The similar policies list was not accurate enough to be useful. Also
pluralise the attention badge ("2 need attention").

Rework the policy import preview dialog so large policies are readable without a long scroll.
