Description

Bring the policy viewer's navigation in line with the policy configurator: one top bar in both Dry Run and Published states.

  • Replace the dry-run toolbar and the header block with the configurator's top bar
  • Show the policy name once, with a details menu for Policy ID, Timestamp (public policies), Tag and Version
  • Add an "Acting as" chip for dry-run virtual users, with user creation, group switching and Policy settings in its menu
  • Replace the dry-run view tabs with a single View dropdown, grouping Transactions, Artifacts and IPFS under Technical views and Mock config and Mock data under Developer tools
  • Move the published General / Export Documents / Mint Requests tabs into the bar, collapsing them into a dropdown when the bar is narrow
  • Group Restart, Savepoint / Restore and Record / Replay as bordered buttons, and border the configurator's right-hand buttons the same way
  • Show the version on the configurator's Published policy and Tool chips, and add Discontinued and Discontinues chips
  • Move the shared top bar styles into styles/top-toolbar.scss
  • Return each virtual user's current role from the dry-run users API

Replace the policy viewer's dry-run toolbar and header block with the
top bar used by the policy configurator. Move published tabs into the
bar, and return each virtual user's role from the dry-run users API.

The status chip in the policy viewer has no action, so it should not show a pointer cursor.

The policy configurator status chip now matches the viewer: it shows the version for published policies and the discontinued states.
