Documents the behavior change from hephbuild/heph#398 (commit 6c29673103cad3c3edb134e0dd1d0b5cfde970cc): a codegen target now reconciles the tree whenever it is part of the run (top-level, dependency, or output group), written once per run, and
--frozenverifies it the same way.Adds a short "Reached through a dependency" section to
