Moves current create/verify commands to
/v0.7, uses status/checks instead of Validation Levels, removes Core nonce consumption from current verification, and adds explicitverify-legacyfor historical pre-0.7 artifacts.Maintainer closeout (2026-09-26): Superseded by #4. The current endpoint migration is already on main; #4 absorbs the corrected Core 0.7 acceptance test while preserving the explicit legacy format contract required by the actual API.
