ci: pin Foundation to the rerun created_at skew fix - #58

Bump foundation and python-package from 95c72573 to hseshadr/ci main 9d491851, which carries dd19871 (tolerate GitHub rerun created_at skew in greenMain). Without it, re-running a failed main CI blocks the release candidate gate. Contract test pin updated first (red, then green).
