Rename from Minalac to Voxatile

Changes

This PR finishes the renaming from Minalac to Voxatile.

Feature description

First, and most importantly, the package name is changed from com.ignfab.minalac.generator to fr.ign.voxatile.core/modules. Every single class is affected, and all active PRs will need to be rebased carefully to rename correctly newly introduced classes.
Maven Group ID is also changed from com.ignfab to fr.ign to reflect the base package name change.

Then, Generator.jar resulting JAR file is renamed to voxatile.jar, updating every workflow, script or documentation referring to it. Local scripts or run configurations might need to be updated.

Finally, every remaining occurrence of "Minalac" of "the generator" is renamed to "Voxatile", mostly in the documentation. Future documentation should not mention "the generator", and prefer "Voxatile" to keep a consistent naming.

Reason

This was the last step in rolling out the new name voted shortly before code opening. Current active PRs are rather small or should be easy to rebase, or will probably require more work before being merged, and would not be worth waiting for just to avoid a rebase.
