Release 0.2.0: black-screen fix, Screen Draw select tool, versioning and automatic GitHub releases

Parts A and B ship in the first automated release (0.2.0): the release fires when this PR is merged.

Before merging (release build of this branch)

1. Open capture and press Escape 10 times in a row. The overlay disappears each time, and there is never a black screen. Repeat with Copy, Save and Copy and Save.
2. Scrolling capture: the overlay is not visible in the stitched result.
3. Screen Draw opens with Select. Draw a rectangle, an arrow and some text. Move each one, resize the rectangle, drag the arrow end, and resize the text. Delete one with the Delete key and one with the Delete button, and undo each. V returns to Select from another tool. Escape deselects first, then closes.

Steps Nakul takes after merging

4. Open GitHub Actions Release. It should finish green, and Releases should show CapKit 0.2.0 with the installer and its .sha256 file.
5. Install it. Settings/sidebar should show v0.2.0 and the commit sha, and Windows Installed apps should show 0.2.0.
6. Open a small PR. CI should run on it.
7. Windows will warn Unknown publisher when installing. That is expected until code signing is set up (Think Later).

Merging this PR produces the first release: the version on master becomes 0.2.0, the tag does not exist yet, so the release workflow publishes it.
