ORAS repos automatically filter deployed code modules with the current IRIS version

Description

• Closes Installing deployed code modules should use smarter filtering #1158
• Fixes Dependency modules that come from an ORAS repo not getting installed correctly #987
• When installing a module from an ORAS repo, if it has deployed code IPM will only try to install a version whose platform version matches the current IRIS version. (Deployed code versions have the platform suffix appended, e.g. module v1.0.0__2026.1)
• The search command now only shows versions compatible with the current IRIS version unless the -versions flag is used
• Fix issue where ORAS wouldn't install dependencies properly under certain circumstances
