feat(ci): add F-UJI score workflow for PRs - #8

Adds a GitHub Actions workflow that runs F-UJI against the dataset on both `main` and the PR head and posts a sticky comment with the FAIR score, per-dimension delta, and per-metric pass/fail flips. Full JSONs are uploaded as a workflow artifact. Score is informational only — CI never fails on score. New helper `scripts/pr_comment.py` renders the markdown comment from two F-UJI JSONs (stdlib only).
