feat(spools): grouped-row actions + tooltips (v1.39.13) - #91

…ps (v1.39.13) Grouped rows now carry the same seven action slots as spool rows so the columns line up. View opens the filament, Queue adds/removes the whole group, Duplicate pre-fills from the group and Finish finalizes the whole group after confirmation (new bulk route); Weigh, Edit and Delete are disabled with a hint to expand the group. Every button has a tooltip.

Grouped rows get the full action set (aligned with spool rows): View→filament, Queue all, Duplicate, Finish all (new POST /spools/deactivate-bulk, write_required, CSRF, confirm), and disabled Weigh/Edit/Delete with hints. Tooltips on every button; clicks in the actions cell don't toggle expand.
Tests: 383 passed. Checked alignment, tooltip and queue-all on a local instance.
