Outcome

Deliver a coherent V1 closeout, not a sequence of unrelated bug-fix tasks. Integrate CI expansion, Mini App-facing backend APIs, complete regression evidence, migration verification, and final handoff.

Workstreams

A — CI Expansion + Float Gate

• Expand backend gate to at least 250 meaningful tests.
• Ensure bot coverage spans at least 15 files where applicable.
• Verify envelope.ts ↔ envelope.py schema compatibility.
• Add a fail-closed Float/money safety gate for production financial paths.
• Preserve existing required checks; no test deletion, skip, xfail, or weakening.

B — Mini App API

• Implement GET /operations/god-view for Owner command-center aggregation.
• Add limit/offset pagination to all in-scope list endpoints.
• Default limit = 50; validate negative/oversized/out-of-range inputs safely.
• Add API error localization using Accept-Language and role context.
• Required languages: Owner Chinese; Secretary English; deterministic fallback.
• Keep Mini App as operational dashboard/God View; do not add an AI chat button.

C — Regression + Handoff Evidence

• Run and reconcile M001–M004 targeted regression gates.
• Add M005 targeted coverage for new contracts.
• Verify Alembic single head.
• Verify the final 3 migrations upgrade → downgrade → upgrade.
• Produce dependency-residue inventory for Redis/Kafka/Celery/Temporal/Queue2/Bot2.
• Produce final V1 capability matrix, exact test counts, migration evidence, known debt, and Owner-only decisions.

Mandatory acceptance gates

1. pasay-gate completes all four stages successfully.
2. Float/money grep gate fails closed on prohibited production float usage.
3. All 22 routers have explicit cross-organization endpoint coverage or a documented non-org rationale.
4. God View aggregation is organization-scoped and contract-tested.
5. Pagination defaults to 50 and handles invalid/out-of-range inputs safely.
6. M001–M004 targeted suites pass 100%; no deletion/skip/xfail/weakening.
7. Alembic has one head; final 3 migrations pass upgrade/downgrade/upgrade.
8. No new Redis, Kafka, Celery, Temporal, Queue2, or Bot2 dependency.
9. Final PR body includes capability matrix, exact tests, migrations, known debt, and Owner-only decisions.

Scope discipline

• This issue is the only M005 task authority.
• Do not reopen PR PASAY-BACKEND-FINAL-CLOSEOUT-001: savepoint 事务边界 + Backend Freeze Candidate #42 or chase its CodeRabbit Minor/Nitpick backlog.
• Fix only blockers found while implementing or validating M005.
• Do not split delivery into serial micro bug tasks.
• Subagents may work in parallel only inside this Milestone with disjoint ownership.
• One final integration branch and one final PR.
• No merge or deploy without Owner approval.
• Complete handoff and STOP.
