Closes #38

What

Settings no longer has the Notifications group. The "Sync problem alerts" row stored nothing: it showed whether Android lets the app post notifications and repeated the permission request through a Turn on button.

  • Removed the row and the code only it used: NotificationAccess.of, SyncNotifier.access, SyncNotifier.settingsIntent.
  • The permission request on first launch and the notifications themselves are unchanged.
  • R28 in the spec and the notifications paragraph in README now say that the answer is changed in the system settings.

Checks

  • assembleDebug lintDebug testDebugUnitTest connectedDebugAndroidTest on the API 36 emulator: build and lint pass, 73 instrumented tests pass.
  • Manual, API 36, fresh install: the permission dialog appears on first launch; after "Don't allow" the next launch opens Queue without a dialog.

The row stored nothing: it mirrored the system notification state and
repeated the permission request. The app still asks once on first launch;
after that the answer is changed in the system settings.
