Remove mypy and types-pyyaml; add ty to dev deps. Update pre-commit hook and CI type-check step. Fix type-ignore comments in workflow scripts and annotate lifecycle.py set to avoid LiteralString widening.
auto_tag.yml pushes a vX.Y.Z tag on every merge to main/dev if the tag doesn't already exist. version_check.yml blocks a PR that touches pyproject.toml unless the version was bumped and the tag is free.
Replace _check_clean_src() (src/ only) with _check_clean_tree() (full working tree). Uncommitted config or lock changes could otherwise be silently baked into the image under the wrong version name.
Replace manual git tag + push instructions with the new CI-driven workflow: bump version in the PR, auto_tag.yml tags on merge. Also update build_sif.py reference (full tree check, not just src/).
