feat(sql-ai): unify Druid SQL validation for Query and Console - #244

Extract a shared SqlValidator so Query parse and AI tools use the same Druid parse result. Query rejects unparseable drafts; Console still inserts them with an explicit notice. Stop treating system catalog references as AI security failures.
