Adds Item.Source.OEIS, an OeisSlurper that imports oeis.org/names.gz into Items, its import/clear management commands, and a Makefile target. Import scoping (restricting to Wikidata P829-linked A-numbers plus NAME_EQ matches), the license docstring, and a User-Agent header are follow-up work.
