chore(ci): lib v2.6.1, op run and toolbox downloads retry - #7

Both lib workflow pins move to e18ef7d (v2.6.1). The toolbox action that the pin selects downloads go-task and op with curl --retry 4 --retry-all-errors. The op retry itself arrives through the v2 include.
