INDEX is katoptra.org.directory.index.html. INDEX_FILES makes the page key of a directory with index.html (or index.htm) a copy of that file, as the upstream server does at the directory URL.

Do not merge before cutover step 3.3 (after the forced reconcile of step 3.2). Merging earlier lets the next automatic reconcile delete the pages that the live zone rules serve.
What

The zone rewrites for the mirror hosts use it withouthttp.host.INDEX_FILES: index.html index.htm: the page key of a directory with an index file is a server-side copy of that file (same bytes, Content-Type and ETag), as the upstream server serves it at the directory URL.
