fix(model): isolate observed-overlap priors - #5

Conversation
Namespace persisted learning keys by the new observed-overlap label semantics, without changing the algebraic feature version or deleting v0.6.0 rows. Expose the identity in summaries and document the intentional cold start. Add a cross-run upgrade regression that verifies legacy rows survive and new priors are learned and reused; keep its fixture under .temp. Verified: Windows MSVC Debug build and CTest 27/27; physical old-database migration with Release CUDA binary (first 0 hits, then 3 hits, old rows retained).

Purpose
Per-worker routing now fits contention using observed overlap rather than selection-time peer counts. The persisted sufficient statistics retain the same four algebraic features but a changed label meaning, so old v0.6.0 priors must not be loaded under the new semantics.

Limitation
The first run after upgrade starts new model priors. This is deliberate; old data is retained but not mixed with differently defined labels.
